For a foreign company:

In order to be able to operate; the following should be fulfilled:

It must have a valid registration in the Commercial Registry Bureau in Libya.

To finalize this registration the following documents must be made available:

• Application

• Registration in the country of origin

• Specialty well defined.

• Registration in the chamber of commerce in the country of origin.

• Financial status (bank statement).
   

Having a local (Libyan) partner does help. In many cases, having a Libyan partner can result in some requirements being waived.
